1. The existing regulations as to leave of absence are as follows:--

(a) An officer is eligible for the grant of vacation leave at the rate of one eighth of his resident service during his current tour of service, that is, the period from first arrival in the Colony or from return from long leave to the date of next proceeding on long leave.

(b) Periods spent on vacation leave shall not count as resident service under paragraph (a).

(c) An officer proceeding home on long leave or on retire- ment may be granted such vacation leave as he would be eligible for in respect of his current tour calculated at the above rate, after deducting any vacation leave already granted during that tour; provided that he may not, in any case, be granted more than five months' vacation leave; and provided also that the above maximum of five months will be reduced by the equivalent of any vacation leave taken by an officer during the last twelve months of his tour. cah

(d) Subject to the necessities of the fervice, leave of absence on half salary may be granted after a period of fo three and a half years' resident service without any special grounds. It may be given before the expiration of that period in cases of serious indisposition or of urgent private affairs. In the absence of special grounds the leave in such cases must not exceed one sixth of the officer's resident service; on special grounds it may exceed that period by six months.

(e) An officer may at the discretion of the Governor be permitted to commute half-pay leave to full-pay leave of half the period; provided that any period of combined vacation and commuted leave shall not exceed ten months. Extensions of leave may, however, in special circumstances be granted by the Secretary of State on such conditions as he may

approve.

After a period of four years' resident service an officer will, if proceeding on leave, be granted a return passage, or, if retiring on pension, a single passage to his port of destination in the United Kingdom; provided that in the latter case he sails within six months from the date of ceasing to perform the duties of his office.

If before he has completed four years' resident service, and officer is permitted to go on leave or to retire on pension, the Government will contribute the proportion of the cost of his return or single passage which the period of resident service bears to four years. This rule may be relaxed in the case of an officer who is permitted to take leave or retire on pension on the ground of ihealth, or who is required to take leave at a particular time to suit the convenience of Govern- ment.
